Lessons Learned from DTASG Signature Campaign

Dear All:

Here are the lessons learned that we have captured from DTASG Signature Campaign on the letter to PM Lee. This exercise is done within the DTASG leadership team during our campaign closing meeting.

We have reviewed and reflected at the three areas as below:

1. Good things that we have done that we should repeat them again in the future

Doing the right thing (double taxation avoidance shall benefit all and it is the right thing to do)
Networking Approach (getting supports from Lan Pya Kyal and Dan Dar Yi)
Choosing the right location for the campaign (Penninsula Plaza)
Having target deadlines (for campaign start and end)
Having voluntary champions/owners who personally collect signatures
Having Group Discussions and Achieving Consensus (in the DTASG leadership team) for the Campaign Ideas
Having supporting materials or use of media for public education (Pamphalet/Blog/News Stories)

2. What can we improve? Things we could have done better.

More visible poster about the campaign
More locations for signature collection
We should have captured the feelings of the people (through the use of guest book)
We should have captured the contact information (so that we can inform people about the result of the campaign)
We should have seize opportunities to get more participations (through the use of other events such as DASSK birthday)
We should have got more voluntary champions/owners who can personally collect signatures
We should have conducted interim meetings of DTASG Leadership Team during the campaign period (so that we can review the campaign progress and take actions for improvement)

3. Things that went so wrong that we should never/ever repeat it again

None

We would like to thank you all again for your active participations in our Double Taxation Avoidance Signature Campaign for the letter to PM Lee. We only have achieved progress and get to where we are today now thanks to the hard work and commitments of all those members in the DTASG leadership team and those who support us in every possible way.

Please feel free to provide constructive feedbacks. We look forward to receiving any good ideas with the aim of making this movement getting stronger and garner more participations of the people.

ဤလႈပ္ရွားမႈ (၁)လျပည့္သည့္ေန႕တြင္ လက္မွတ္ေကာက္ခံျခင္းမ်ားကို ရပ္နားခဲ့ၿပီး တက္တက္ၾကြၾကြ ေထာက္ခံသူ (၁၀၄၀)၏ လက္မွတ္ကို ေကာက္ခံရရွိခဲ့ပါသည္။

လက္မွတ္မ်ားေကာက္ခံရာတြင္ အဓိကပံ့ပိုး ကူညီေပးခဲ့ၾကေသာ ဒ႑ာရီ စတိုး ႏွင့္ လမ္းျပၾကယ္ ျမန္မာစာၾကည့္တိုက္တို႕အား အထူးေက်းဇူးတင္ရွိပါသည္။

ပါ၀င္လက္မွတ္ေရးထိုးခဲ့သူမ်ား၏ ဆံုးျဖတ္ခ်က္ႏွင့္ ပူးေပါင္းပါ၀င္မႈကို DTASG ဦးေဆာင္မႈအဖြဲ႕မွ ေလးစား ေက်းဇူးတင္ ဂုဏ္ယူပါသည္။ ထိုလက္မွတ္မ်ားသည္ ဦးေဆာင္မႈအဖြဲ႕အတြက္ အင္အားျဖစ္ေစသည့္အျပင္ ၎၏ ကိုယ္စားျပဳမႈကိုလည္း ပိုမိုေပၚလြင္လာေစပါသည္။

လႈပ္ရွားမႈကိုေထာက္ခံပါေသာ္လည္း အေျခအေနမ်ိဳးစံုအရ လက္မွတ္ေရးထိုးပါ၀င္ႏိုင္ျခင္းမရွိခဲ့ေသာ ျမန္မာႏိုင္ငံသား ေထာင္ေပါင္းမ်ားစြာ က်န္ရွိေနေသးေၾကာင္း ဦးေဆာင္မႈအဖြဲ႕မွသိရွိနားလည္ပါသည္။ ထိုသို႕ ပါ၀င္ႏိုင္ျခင္းမရွိခဲ့ေသာသူမ်ား၏ ဆံုးျဖတ္ခ်က္ကို ဦးေဆာင္မႈအဖြဲ႕မွ ေလးစားပါသည္။

ယခုအခါ ေနာက္လုပ္ငန္းစဥ္မ်ားအျဖစ္
- လက္မွတ္မ်ားကို စင္ကာပူ၀န္ၾကီးခ်ဳပ္ထံ ေပးပို႕ျခင္း
- သတင္းဌာနမ်ားသို႕ ဆက္သြယ္ျခင္းမ်ားကို စတင္ေဆာင္ရြက္ေနၿပီျဖစ္ပါသည္။

ဤလႈပ္ရွားမႈေအာင္ျမင္ေစရန္ ဦးေဆာင္မႈအဖြဲ႕မွ ဆက္လက္ၾကိဳးစားသြားမည္ျဖစ္ၿပီး မိမိနီးစပ္ရာ လက္ဆင့္ကမ္း ရွင္းျပျဖန္႕ျဖဴးျခင္းျဖင့္ ပါ၀င္ကူညီၾကပါရန္ အကူအညီေတာင္းပါသည္။

၁၀၊ ဇြန္လ၊ ၂၀၀၇ (တနဂၤေႏြေန႕) စာရင္းအရ ေထာက္ခံအားေပးသူ ( ၇၀၀ ) ၏ လက္မွတ္မ်ား စုေဆာင္းရရွိၿပီးျဖစ္ပါသည္။

စင္ကာပူႏိုင္ငံ၀န္ၾကီးခ်ဳပ္ထံ လက္မွတ္ေရးထိုး ေမတၱာရပ္ခံေသာ လႈပ္ရွားမႈအတြက္ စင္ကာပူေရာက္ ျမန္မာႏိုင္ငံသားမ်ား၏ လက္မွတ္မ်ားကို စတင္စုေဆာင္းလ်က္ရွိပါသည္။ လက္မွတ္မ်ားကို ေမလ ၂၂ ရက္၊ ၂၀၀၇ မွ ဇူလိုင္လ ၁ ရက္၊ ၂၀၀၇ အတြင္း စုေဆာင္းသြားပါမည္။

မိတ္ေဆြမ်ား၏ ပါ၀င္အားေပးမႈကသာ ဤလႈပ္ရွားမႈကို ထိေရာက္ေအာင္ျမင္ေစမည္ျဖစ္ပါသျဖင့္ ပါ၀င္ လက္မွတ္ေရးထိုးျခင္းျဖင့္ ကူညီၾကပါရန္ ေတာင္းပန္အပ္ပါသည္။ မိမိအမည္မွန္၊ EP/S Pass/WP/Dependent Pass/Studend Pass/NRIC (Blue) Number ျဖင့္ ပါ၀င္လက္မွတ္ေရးထိုးရန္ျဖစ္ၿပီး Passport Number ေရးသားရန္ မလိုအပ္ပါ။

ဤေကာက္ခံရရွိေသာလက္မွတ္မ်ားကို စင္ကာပူႏိုင္ငံ၀န္ၾကီးခ်ဳပ္ထံ မွတ္ပံုတင္စာျဖင့္ေပးပို႕သြားမည္ျဖစ္ပါသည္။ ထိုမွအပ အျခားေနရာမ်ားသို႕ ေပးပို႕ျခင္း၊ DTASG၏ အျခားကိစၥမ်ားအတြက္အသံုးျပဳျခင္းမ်ားကို လံုး၀ (လံုး၀) ျပဳလုပ္သြားမည္ မဟုတ္ပါ။

ပထမအေနျဖင့္ စကၤာပူႏိုင္ငံတြင္ ေနထိုင္အလုပ္လုပ္ကိုင္ႏိုင္ေသာ အခြင့္အလမ္းမ်ားကို ေပးေသာေၾကာင့္ စကၤာပူႏိုင္ငံေတာ္အစိုးရအား ကၽြန္ေတာ္တို႕ ျမန္မာႏိုင္ငံသားမ်ားမွ ေက်းဇူးအထူးတင္ရွိပါသည္။ စကၤာပူ၏ Global City ျဖစ္ေျမာက္ေရး ရည္မွန္းခ်က္အတြက္ ကၽြန္ေတာ္တို႕မွ တစ္စိတ္တစ္ပိုင္း ပါ၀င္ခြင့္ရသည့္အျပင္ စကၤာပူတြင္ အလုပ္ၾကိဳးစားျပီး ရရွိေသာ၀င္ေငြျဖင့္ ျမန္မာႏိုင္ငံတြင္ က်န္ရွိေနေသာ မိသားစု၀င္မ်ားအား ေထာက္ပံ့ႏိုင္သည့္အတြက္ ကၽြန္ေတာ္တို႕ ဂုဏ္ယူမိပါသည္။

ဒုတိယအေနျဖင့္ စကၤာပူ - ျမန္မာ အခြန္ႏွစ္ထပ္ကြမ္း မေပးေဆာင္ရေရးစာခ်ဳပ္ (၂၀၀၁ ခုႏွစ္ ဇန္န၀ါရီလ ၁ရက္ေန႕မွစ၍ သက္၀င္လ်က္ရွိ) ကို ေအာင္ျမင္စြာ ခ်ဳပ္ဆိုႏိုင္ခဲ့သည့္အတြက္ စကၤာပူႏွင့္ျမန္မာႏိုင္ငံေတာ္ အစိုးရႏွစ္ရပ္လံုးအား ကၽြန္ေတာ္တို႕အားလံုးမွ ေက်းဇူးတင္ရွိပါသည္။

စကၤာပူႏွင့္ျမန္မာႏိုင္ငံေတာ္ အစိုးရႏွစ္ရပ္လံုးက ဤစာခ်ဳပ္ကို ေအာင္ေအာင္ျမင္ျမင္ အေကာင္အထည္ေဖာ္ျပီး ျဖစ္ေပၚလာေသာ အက်ိဳးအျမတ္မ်ားကို သက္ဆိုင္ေသာသူမ်ားအားလံုးအား ခံစားခြင့္ေပးႏိုင္ရန္အတြက္ မမွိတ္မသုန္ ရည္ရြယ္ထားသည္ဟု ကၽြန္ေတာ္တို႕ စစ္မွန္စြာယံုၾကည္ပါသည္။

စိတ္မေကာင္းျဖစ္စရာအခ်က္မွာ ဤစာခ်ဳပ္တြင္ အခြန္ႏွစ္ထပ္ကြမ္း မေပးေဆာင္ရေရး အခ်က္အလက္မ်ား ရွိေနပါလ်က္ ကၽြန္ေတာ္တို႕ျမန္မာႏိုင္ငံသားမ်ားအေနျဖင့္ အခြန္ႏွစ္ထပ္ေပးေဆာင္ေစေနရဆဲျဖစ္ပါသည္။ ထိုကဲ့သို႕ ဆက္လက္ျဖစ္ပ်က္ေနျခင္းသည္ စကၤာပူေရာက္ ျမန္မာႏိုင္ငံသားမ်ားကို မလိုလားအပ္ေသာ အခြန္္၀န္ပိေစပါသည္။ ထို႕ျပင္ စာခ်ဳပ္ပါ အဓိကရည္မွန္းခ်က္မ်ားႏွင့္လည္း မကိုက္ညီပါ။ ၀မ္းနည္းစရာ အေကာင္းဆံုးကေတာ့ ၀င္ေငြနည္းေသာ Work Permit သမားမ်ားႏွင့္ အေထြေထြအလုပ္သမားမ်ားအတြက္ ဤအခြန္သည္ အၾကီးမားဆံုးေသာ ၀န္ထုပ္၀န္ပိုးျဖစ္ေနျခင္းပင္ ျဖစ္ပါသည္။

ဤကဲ့သို႕ တူညီေသာ စာခ်ဳပ္တစ္ခုလည္း United Kingdom ႏွင့္ ျမန္မာႏိုင္ငံၾကားတြင္ တည္ရွိေနျပီး United Kingdom တြင္ ေနထိုင္ေသာ ျမန္မာမ်ားမွာ ကၽြန္ေတာ္တို႕ကဲ့သို႕ အခြန္ႏွစ္ထပ္ ေပးေဆာင္ရန္မလိုပါ။ United Kingdom တြင္ ေနထိုင္ေသာ ျမန္မာမ်ားအေနျဖင့္ ထိုသို႕ ရသင့္ရထိုက္ေသာ အခြင့္အေရးမ်ားရရွိေနျခင္းမွာ ကၽြန္ေတာ္တို႕ စကၤာပူတြင္ ေနထိုင္ေသာ ျမန္္မာမ်ားေတြ႕ၾကံဳေနရသည္ႏွင့္ သိသိသာသာ ကြာျခားလ်က္ရွိပါသည္။

စကၤာပူ - ျမန္မာ အခြန္ႏွစ္ထပ္ကြမ္း စာခ်ဳပ္၏ အပိုဒ္၂၆တြင္ ေဖာ္ျပထားသည့္အတိုင္း ကၽြန္ေတာ္တို႕အေနျဖင့္ စကၤာပူႏိုင္ငံမွ သက္ဆိုင္ရာ အခြန္အာဏာပိုင္မ်ား (Inland Revenue Authority of Singapore - IRAS) ႏွင့္ဆက္သြယ္ကာ ေဆြးေႏြးတိုင္ပင္မႈမ်ားကို ျပဳလုပ္္ျပီးျဖစ္ပါသည္။

မိမိႏိုင္ငံတြင္ ေနထိုင္သူမ်ားကို တရားဥပေဒႏွင့္အညီ အုပ္ခ်ဳပ္ျပီး အကာကြယ္ေပးေလ့ရွိေသာ စကၤာပူႏိုင္ငံအေနျဖင့္ လြန္စြာအေရးၾကီးေသာ ဤကိစၥကို မွ်မွ်တတျဖစ္ေအာင္ တာ၀န္ယူ ေျဖရွင္းေပးလိမ့္မည္ဟု ကၽြန္ေတာ္တို႕ ရိုးသားစြာယံုၾကည္ပါသည္။

စကၤာပူႏိုင္ငံတြင္ ေနထိုင္အလုပ္လုပ္ကိုင္ေသာ ျမန္မာႏိုင္ငံသားမ်ား ရသင့္ရထိုက္ေသာ အခြင့္အေရးကို ဤအခြန္ႏွစ္ထပ္ကြမ္္းမေပးေဆာင္ရေရး စာခ်ဳပ္ႏွင့္အညီျဖစ္ရန္္ စကၤာပူႏိုင္ငံ ၀န္ၾကီးခ်ဳပ္အေနျဖင့္ ၾကင္နာစြာ အေလးအနက္စဥ္းစားကာ လုပ္ေဆာင္ေပးပါရန္ ကၽြန္ေတာ္တို႕ ေမတၱာရပ္ခံအပ္ပါသည္။

၁။ စကၤာပူနဲ႕ ျမန္မာအစိုးရအၾကားမွာ Double Taxation Agreement ရွိတယ္ဆိုတာ စကၤာပူေရာက္ေနတဲ့ ျမန္မာအေတာ္မ်ားမ်ားက ဟိုးအရင္ကတည္းက သိၾကပါတယ္။ သိသိၾကီးနဲ႕ ၾကိတ္မွိတ္ခံစားေနရတာလည္း ၾကာပါၿပီ။ ဒါကို အခုလို လူသိထင္ရွား ျဖစ္လာေအာင္၊ ဒီလို သေဘာတူညီမႈရွိတာေၾကာင့္ ၀င္ေငြခြန္ ၁၀ရာခိုင္ႏႈန္းေကာက္ခံေနျခင္း မျပဳသင့္ဘူးလို႕ အမ်ားက လက္ခံလာေအာင္၊ အမွန္တရားအတြက္ မိမိကိုယ္ပိုင္အခြင့္အေရးအတြက္ ေတာင္းဆိုရဲလာေအာင္လုပ္ဖို႕ ဘယ္လိုမ်ား စိတ္ကူ;ရခဲ့ပါသလဲ။

ကၽြန္ေတာ္တို႕ ဒီကိစၥကို ေသေသခ်ာခ်ာသိခဲ႔တာက ၂၀၀၅ခုႏွစ္ေလာက္မွာပါ။ ပထမအဆင့္အေနနဲ႕ ကၽြန္ေတာ္တို႕ ဒီသေဘာတူညီခ်က္စာခ်ဳပ္ကို အေသးစိတ္ေသခ်ာနားလည္သေဘာေပါက္ေအာင္ ေလ့လာဖတ္႐ႈလိုက္တဲ့အခါမွာ စာခ်ဳပ္ပါအခ်က္အလက္ေတြအရ ရသင့္ရထိုက္တဲ့ အခြင့္အေရးျဖစ္တဲ့ အခြန္ႏွစ္ထပ္မေဆာင္ရေရး ေဆာင္ရြက္မႈကို စတင္ခဲ့ပါတယ္။

၂။ လက္ရွိအေျခအေနအထိ အကိုရဲ႕ လုပ္ေဆာင္မႈေတြကို အက်ဥ္းခ်ဳပ္ေျပာျပေပးပါ။

ကၽြန္ေတာ္တို႕ IRAS (Inland Revenue Authority of Singapore) ဘက္ကို စတင္ၿပီးဆက္သြယ္ခဲ့ပါတယ္။ သူတို႕ဘက္က ဒီကိစၥနဲ႕ ပတ္သတ္တဲ့ တံု႕ျပန္မႈကို ရဖို႕အတြက္လည္း အမ်ားၾကီး ခက္ခက္ခဲခဲၾကိဳးစားခဲ့ရပါတယ္။ IRAS ဘက္က ဒီကိစၥကို တရား၀င္စံုစမ္းၿပီး ကိုင္တြယ္သင့္တယ္လုိ႕ ယူဆၿပီးခ်ိန္မွာ ကၽြန္ေတာ္တို႕ ေရရွည္လုပ္ငန္းစဥ္ကို ေရးဆြဲၿပီး စကၤာပူမွာ ေနထိုင္တဲ့ ျမန္မာႏိုင္ငံသားမ်ားသိေအာင္ လုပ္ေဆာင္ခဲ့ပါတယ္။

၃။ ဘယ္ေလာက္ထိ အားေပးေထာက္ခံမႈေတြ ရရွိခဲ့သလဲ။

လူေတာ္ေတာ္မ်ားမ်ား စိတ္၀င္စားမႈကိုရခဲ့ပါတယ္။ အထူးသျဖင့္ မီဒီယာေတြမွ ဒီလႈပ္ရွားမႈကိုေဖာ္ျပမႈေၾကာင့္ လူေတြရဲ႕ awareness ကိုပိုရခဲ့ပါတယ္။ အၾကံဉာဏ္ေပးသူ၊ စိတ္အား ကိုယ္အားျဖင့္ ကူညီေဆာင္ရြက္ေပးသူေတြ ပိုထြက္ေပၚလာခဲ့ပါတယ္။ အခုလတ္တေလာမွာေတာ့ ကၽြန္ေတာ္တို႕ ေခါင္းေဆာင္အဖြဲ႕ေလးတစ္ခု ဖြဲ႕စည္းထားပါတယ္။ ပိုစိတ္အားထက္သန္ၿပီး ကိုယ္တိုင္ ၾကိဳးစားေဆာင္ရြက္ေပးႏိုင္တဲ့ ေခါင္းေဆာင္ပိုင္းအဖြဲ႕တစ္ခုနဲ႕ အၾကံဉာဏ္ေပးကူညီႏုိင္သူအဖြဲ႕တစ္ခု ဖြဲ႕စည္းၿပီး ေရရွည္စီမံကိန္းအတြက္ တိုင္ပင္ေဆြးေႏြးၿပီး နည္းလမ္းဆြဲေနပါတယ္။

၄။ လက္ရွိ ျမန္မာႏိုင္ငံရဲ႕ အေျခအေနဟာ တကယ္တမ္းက်ေတာ့ လူရယ္ မူရယ္ ေရာေနတယ္လို႕ ထင္ပါတယ္။ မူက မၿငိမ္ဘူး၊ လူကလည္း ေျပာင္းေျပာင္းေနတယ္။ အဲဒီလို လူရယ္ မူရယ္ ဘာက အားသာမွန္းမသိတဲ့ အေျခအေနမ်ိဳးမွာ ကၽြန္ေတာ္တို႕ ဒီလို ၀င္ေငြခြန္ႏွစ္ထပ္ကြမ္း ထမ္းေဆာင္ေနရတာကို ပယ္ဖ်က္ေပးဖို႕ ေတာင္းဆိုမႈေတြဟာ လက္ေတြ႕က်ပါ့မလား။ အစ္ကိုအေနနဲ႕ ဘယ္လိုမ်ိဳးတံု႕ျပန္မႈေတြကို ေမၽွာ္လင့္ထားပါသလဲ။

ဒီကိစၥအတြက္က မူကရွိၿပီးသားပါ။ စာခ်ဳပ္မွာ တရား၀င္သေဘာတူညီခ်က္ လက္မွတ္ထိုးထားတာက စကၤာပူႏိုင္ငံနဲ႕ ျမန္မာႏိုင္ငံျဖစ္တဲ့အတြက္ ႏွစ္ႏိုင္ငံလံုးဘက္က ေျဖရွင္းေပးဖို႕အတြက္ တာ၀န္ရွိပါတယ္။ စာခ်ဳပ္ပါ အခ်က္အလက္ေတြကိုပဲ ကၽြန္ေတာ္တို႕အားလုံးက နည္းလမ္းက်က် ေတာင္းဆိုေနတာျဖစ္တဲ့အတြက္ လက္ေတြ႕က်သလို တရားမၽွတေသာ ေဆာင္ရြက္မႈတစ္ခုပါ။ ကၽြန္ေတာ္တို႕အားလံုးက ညီညီညြတ္ညြတ္နဲ႕ ဥပေဒနဲ႕ညီတဲ့ စာခ်ဳပ္ပါအခ်က္ေတြကို ေတာင္းဆိုေနတဲ့အတြက္ ေအာင္ျမင္ရမယ္လို႕ပဲ ကၽြန္ေတာ္တို႕ ယံုၾကည္ထားပါတယ္။

၅။ ျမန္မာႏိုင္ငံသားအမ်ားစုကို အျခားႏိုင္ငံသားအျဖစ္ ေျပာင္းလဲေစျခင္းရဲ႕ အဓိကအခ်က္ဟာ ဒီအခြန္ေၾကာင့္လို႕ ထင္ပါသလား။

အခြန္ေၾကာင့္တစ္ခုထဲလို႕ေတာ့ ကၽြန္ေတာ္မယူဆမိပါဘူး။ အေျခအေန အရပ္ရပ္ကို သံုးသပ္ၿပီး သူတို႕ကေျပာင္းသြားၾကတာပါ။ အခြန္ကေတာ့ အဓိကအခ်က္ေတြထဲမွာ တစ္ခ်က္အပါအ၀င္ေတာ့ ျဖစ္ပါတယ္။ အဓိက အခ်က္တစ္ခုအျဖစ္ေတာ့ အခြန္ေပးေဆာင္ရမႈက ပါ၀င္ေနပါတယ္။

၆။ အခြန္ႏွစ္ထပ္ မေပးေဆာင္ရဘူးဆိုရင္ ႏိုင္ငံသားေျပာင္းလဲသူေတြ နည္းသြားလိမ့္မယ္လို႕ အစ္ကိုထင္မိပါသလား။

ႏိုင္ငံသားေျပာင္းလဲသြားတဲ့သူ နည္းသြားလိမ့္မယ္လို႕ ကၽြန္ေတာ္ထင္ပါတယ္။ ဒီအခြန္ေပးေဆာင္မႈက အဓိကေနရာမွာ ပါ၀င္ေနတဲ့ အခ်က္တစ္ခ်က္ျဖစ္ေနလို႕ပါပဲ။

၇။ တေလာက သတင္းတစ္ပုဒ္ထဲမွာ ဖတ္လိုက္ရတယ္။ တ႐ုတ္ႏိုင္ငံမွာ မီးရထားဌာနက ရထားစီးခပိုေတာင္းၿပီး လက္မွတ္မွာေတာ့ အမွန္တကယ္ေပးရတဲ့ ပမာဏထက္ ေလ်ာ့ေရးထားတယ္။ အဲဒီမတရားမႈကို တိုက္ပြဲ၀င္ခဲ့ၿပီး ေနာက္ဆံုးမွာ ေအာင္ျမင္သြားတဲ့သူတစ္ေယာက္အေၾကာင္းက ေလးစားအတုယူစရာေပါ့ဗ်ာ။ အစ္ကို႕အေနနဲ႕ ဘယ္လိုအေျခအေန ဘယ္လိုအတိုင္းအတာအထိ ဒီကိစၥကို ဆက္လက္လုပ္ေဆာင္သြားမယ္ဆိုတာ သိပါရေစ။

ကၽြန္ေတာ္တို႕က ဒီကိစၥကို ျဖစ္ႏိုင္တဲ့နည္းလမ္းေတြ အကုန္သံုးၿပီး ေအာင္ျမင္သည္အထိ ၾကိဳးစားလုပ္ေဆာင္သြားမယ္လို႕ ဆံုးျဖတ္ထားပါတယ္။ စာခ်ဳပ္မွာ ေျပာထားတဲ့ အခြင့္အေရးေတြကို မွန္မွန္ကန္ကန္ ရႏိုင္ဖို႕အတြက္ ျဖစ္ႏိုင္တဲ့နည္းလမ္းေတြနဲ႕ လုပ္ေဆာင္သြားမွာပါ။

Update on DTASG Leadership Meeting - 01 April 2007

Dear All:

I am pleased to inform you all that we have successfully completed our first DTASG Leadership meeting on Sunday last week. Here are the outcomes of this meeting.

1. We have nominated and selected DTASG movement leadership team (15 people) and active supporters (12 people).

2. We are calling our next DTASG leadership team meeting on Sunday 22nd April 2007 at 3:30pm at NMA's home. NMA shall publish the agenda in advance.

3. DTASG Leadership Team shall work on the draft DTASG document (Burmese version) that we shall distribute to Myanmar citizens living and working in Singapore. It shall be ready for review on 22nd April.

We have accomplished an important milestone and I am confident that with committed team in place to carry this movement forward, we are one step closer to accomplish our mission.

Mission Statement:
Total elimination of Double Taxation Practice that is NOT inline with Singapore Myanmar DTA

Core Strategy:
Exercise the rule of law (Leverage Article 26 of SG-MM DTA)

Strengths (S)

We definitely have a case favouring us. According to article 15 of DTA, the taxation rights for employment income working for a Singapore based company only lies with the source country (i.e. Singapore).
Almost all Myanmar nationals residing and working in Singapore are interested in this case.
We have already established a yahoo group (membership 300+ as of now) and a web blog for communication exchange and update about this movement.
Media is interested in this case (some local news media in Singapore and overseas Burmese news media)
We have raised awareness of this case to all key stakeholders (Singapore and Myanmar Governments, Myanmar Nationals) through the media (there will be publication of this case in a local newspaper next week)
We have already established two way communication channel with IRAS (Inland Revenue Authority of Singapore)
We have a core group of people (around 10) who are more or less actively involved in this case.We have already had people who come forward (around 10) with providing their personal data for case submission.

Weaknesses (W)

Active involvement of all Myanmar nationals (who take actions) to this movement is very weak. We have yet to find out the root causes and fix it.
At the moment, two important stakeholders are not willing to take up our case (both Singapore and Myanmar Authorities). Recently, NMA got a reply from IRAS that they want us to file the case to Myanmar Government. NMA has formally replied to them that according to article 26, Singapore Authorities has the obligations to take up the case. We have yet to receive their reply to that. Myanmar Embassy in Singapore has provided no response to this case yet. The Myanmar Embassy has implicitly suggested to NMA (pick up thissignal during his conversation with Anna, the secretary of Myanmar Ambassador) saying that why we are not contacting to Nay Pyi Daw?
We do not have a professional lawyer who can represent us. It will cost us considerable amount of money to find a competent lawyer who can take up this case.
Environment in Singapore is not conducive to arrange mass meetings and gatherings for public education on this case to Myanmar nationals. Securing police permit to arrange them could be difficult to obtain as this topic is a bit sensitive - through it is purely a legitimate discussion.

Opportunities (O)

Recent news in Myanmar indicates some changing attitude of Myanmar Authorities towards more openness to legitimate voices of the people (e.g. decision to release nine detained protestors, sign a new agreement with the International Labour Organization - ILO, and allowing peaceful political prayer campaigns). Direct submission of our case to Nay Pyi Daw could be a possible good move? It could be more effective if we have managed to attain critical mass (for that we need to fix W1 & W2)
Myanmar has already singed DTAs many other countries (Thailand, Vietnam, Malaysia, Indonesia, Korea, recently with India). We could network with other Myanmar nationals residing there if they also have a valid case.
This double taxation issue could be linked to labour rights and ILO could possibly help.
There could be other competent authorities that can hear and solve our case (Heads of Governments of Singapore and Myanmar, International Court of Justice (ICJ), ILO etc.)

Threats and Risks (T)

Active involvements of all Myanmar nationals (who take actions) to this movement continue to be weak and become non-existence
Singapore authorities completely ignores our cause and refuses to support it.
Myanmar authorities completely ignores our cause and refuses to solve it.
Media lost interest in this case and we do not get attention from them anymore.
Cannot find a competent lawyer who can (is willing and has the courage) to take up the case.
Cannot get fund to hire a professional lawyer.
We cannot find any other competent authorities that can solve our cases

(Feb 07, 2007) Progress to date, and next steps

Dear DTASG Supporters:

Here is the update (progress to date, and next steps) about our movement. I am pleased to say that we have done substantial progress during the past few weeks thanks to the tireless efforts by all volunteers who provide leadership with their own unique contributions. My salute goes to all those who makes this happen and of course to all you supporters who provide encouragement and support.

"Progress to date"

We have just finished our second meeting with IRAS liaison officer today. We have provided all necessary official documents and explained him all information he need about our case. He is carefully looking into our case (based on NMA data) and shall get back to us by Tuesday next week if he has any questions. If there is no more questions, he will prepare the case within 3 weeks from next Tuesday. Then he shall submit the case to competent authority (CA) assigned by the Finance Minister. After that CA Singapore shall communicate our cases to CA in Myanmar.
We have more understanding about DTA rules (thanks to documents gathered by Ko Win Htike).
We have done English translation of income tax application forms that Myanmar Embassy required us to submit.
We have modified the data collection template and submitted to IRAS for review. They shall get back to us by Tuesday next week.
We are in the process of publishing DTASG Pamphlet Burmese version (50% done).
We are doing the Burmese translation of DTA document for distribution.
DTASG Blog has been created so that we can gather all your views and feedback (we shall officially launch it by the end of this week).

We have done press briefing about DTASG with overseas Burmese media.

Arrange for the interview with local newspapers (the Straits Times, Today, and New Paper).
Follow up with the Myanmar Embassy.

Arrange the seminar on DTA.

Dear All:

I am pleased to share with you "the original copy of press release for the ratification of the agreement between Singapore and Myanmar for the avoidance of double taxation" from Ministry of Finance, Singapore.

One of our strong supporters Ko Win Htike has managed to get it for us. I want to Double SALUTE him for being self-initiative.

(Jan 28, 2007) Progress update on investigation by Singapore Authorities

Dear DTASG Supporters:

I am pleased to update you that I have just talked to the Singapore liaison officer who is handling our case. He told me that he is looking into all facts and data (my case data) and moving ahead with the investigation.

He also told me that he has been contacted by the competent Authority of Finance Ministry (which we have contacted through Ramond Lim) and they are also asking him to promptly handle the case.

I think our systematic approach to engaging this critical key stakeholder (the Singapore authority) will give us a good advantage in our favour.

As always, we should remain united and stand up to protect our rights.

History has proved time and time again that "Justice" and "Fairness" always prevail!

(Jan 25, 2007) Submitting a formal DTA letter to Myanmar Ambassador in Singapore
Dear All:
This morning I and my friend went to Myanmar Embassy to submit a formal letter about double taxation avoidance to Myanmar Ambassador (as suggested by an Embassy staff to me on 5th January 2007).

The on-duty Embassy Staff this morning has advised us to send it via registered mail if we want their formal acknowledgement about receiving the letter. We have taken note of their advice and already sent the letter via registered mail this afternoon. We will follow up with them once they have already received the letter in a few days.

Why do I want to join double taxation avoidance movement (DTASG)?

Let's start the discussion by asking this very question of why do we want to join DTASG?

Well, for me, here are the key points.

1. I don't like paying double tax for the same income (which I think is totally unfair and it does not encourage productive behaviour - people have no incentive to venture out, explore the world, and earn precious capital resources, experience, new ideas etc. - those are the very reasons DTAs are signed)

2. I don't like the fact that our rights are violated by Myanmar Government despite them having signed DTA with Singapore. I hate myself keeping silent about this injustice and do nothing about it. With this movement, we can share the next generation that we have, to our best, done something to fight for our rights.

3. I feel that doing this help solve my own problem as well as that of others (it is the one that help oneself and all others impacted by this). I truly want this movement to demonstrate the example of how much we can achieve when we all are determined, focused, united together, and not keeping silent about injustices, and do one's best to remove it.

Those are the three main reasons why I am in this.

Please review the template file and could you execute the following steps:

1. Fill in your data in the template
2. Send it to me - via email
3. Scan the necessary income tax receipt documents (both Myanmar and Singapore) and send it to me - via email

Right now is only the case data collection phase, we will wait until we get sufficient number of case data to make a bigger impact. After getting more cases, I will consolidate all your cases and formally submit them (only with your explicit consent) to competent Singapore authorities as directed in the article 26 of SG-MM DTA.
